
The Minister of Communications and Information Technology witnesses the signing of a Memorandum of Understanding with the Governor of Qalyubia to build citizens' digital capabilities, and they inspect the governorate's remote diagnosis system.

During his visit to inaugurate and inspect several projects in Qalyubia Governorate, Dr. Amr Talaat, Minister of Communications and Information Technology, and Dr. Ayman Attia, Governor of Qalyubia, witnessed the signing of a Memorandum of Understanding between the Ministry and the Governorate. The aim is to build the digital capabilities of citizens in the villages and centers of Qalyubia Governorate.
The signing of this Memorandum of Understanding builds on the activities and successes of community development services implemented by the Ministry of Communications and Information Technology in the governorate. It seeks to ensure the sustainability and integration of these services and facilitate their access to citizens within the Ministry's strategy for digital transformation and human development, and to enhance the technological skills of youth through sustainable community development activities, ensuring the advancement of the Egyptian digital economy. Under this memorandum, beneficiaries of the cooperation activities will receive a number of direct and indirect training packages, tailored to the various needs of the beneficiary community groups. The scope of the memorandum of understanding, which extends over two years, includes five main axes that the Ministry is working to implement in partnership with Qalyubia Governorate and in cooperation with various institutions. This goal is to build the capacities and skills of Egyptian youth in various fields, aiming to achieve digital community development.
In this regard, the first axis of work aims to empower women economically and socially through the activities of the Qudwa.Tech initiative, which aims to enhance the digital capabilities of women in the governorate. The memorandum aims to empower and educate 350 female craftswomen and entrepreneurs on the use of technological tools and applications in the fields of digital marketing, e-commerce, and the use of artificial intelligence tools, as well as providing consultations related to production, design, and marketing.
The second axis of the memorandum of understanding stipulates the development of digital skills for youth to prepare them for the labor market. This will be achieved by training 2,000 young graduates in programming language skills, technology basics, and artificial intelligence applications. This will meet the requirements of freelance work and qualify youth for distinguished opportunities in the competitive labor market. In the same context, 10 trainers will be appointed to teach IT and business management skills to ensure the project's sustainability and continued service to the community.
As part of efforts to spread the culture of e-learning and support its industry, activities include the accreditation of five new e-learning centers as sustainable digital development centers in cooperation with various entities, targeting 500 trainees through these centers. Additionally, 20 trainers will be accredited for the Cisco Academies program. Additionally, 100 faculty members, final-year university students, and teachers in the governorate will be trained to produce and manage interactive e-learning content. This will help create new job opportunities in this field and encourage institutions to adopt a culture of e-learning.
The fourth axis of the memorandum's activities includes raising awareness of the remote diagnostic services provided by Qalyubia Governorate to its citizens through the Presidential Remote Diagnosis Initiative. This initiative is being implemented in cooperation with the Qalyubia Governorate Health Directorate. Technical support and training will be provided to remote diagnostic system staff, including technicians, doctors, and nurses, on how to use the system in hospitals and health units. The final component of the memorandum includes contributing to raising community awareness among citizens in the governorate in several areas, including digital citizenship and safe internet, by targeting 700 children, youth, teachers, and parents with training in digital protection skills.
In addition, the National Network for Persons with Disabilities (Ta'heel) will provide services to approximately 250 persons with disabilities, companies, and business owners, connecting them through a digital platform to help them obtain decent jobs, in cooperation with the Social Solidarity Directorate, the Rehabilitation Offices of the Ministry of Social Solidarity, and the Labor Offices of the Egyptian Ministry of Labor.
Efforts are also being made to raise environmental awareness among citizens and develop green skills for youth at various educational levels by encouraging best environmental practices and adopting modern technologies to reduce environmental degradation and encourage sustainable behaviors in consumption and resource management.
The memorandum of understanding was signed by Eng. Hoda Dahroug, Advisor to the Minister for Digital Community Development, and Dr. Iman Rayyan, Deputy Governor of Qalyubia. During the visit, Dr. Amr Talaat and the Governor of Qalyubia heard about several successful models that distinguished themselves through the Ministry's initiatives being implemented in the governorate. One woman reviewed the impact of the Qudwa.Tech training programs on developing her digital skills, and the impact this had on enhancing her opportunities in the job market and the development and growth of her project.
A young Knowledge Ambassador from the Digital Citizenship Initiative also presented his experience with the training program on protection from internet risks, which was implemented in cooperation with the Misr Public Library in the governorate.
Another successful model was presented by a young beneficiary of the Tawar wa Ghayr initiative, which helped him plan his professional future and build his digital capabilities to meet the requirements of the job market.
As part of the visit to the governorate, Dr. Amr Talaat, Minister of Communications and Information Technology, accompanied by Dr. Ayman Attia, Governor of Qalyubia, inspected one of the remote diagnosis units at Banha Fever Hospital. The unit operates as a service provider within the remote diagnosis system being implemented in partnership between the Ministry of Communications and Information Technology and the governorate's Health Directorate. Qalyubia Governorate is among the first governorates to activate remote treatment units to raise the level of care and support health services nationwide using information and communications technology. These units operate 10 remote diagnosis units, providing services to more than 8,000 patients in the following hospitals: Qanater Khayriya, Toukh Fever Hospital, Banha Fever Hospital, Behtem Central Hospital, Sadr Hospital in El-Marg, Shebin El-Qanater Hospital, Qaha Hospital, Obour Recreation Center, Sandion Medical Center, Kafr Tasfa Center in Kafr Shukr, July 23 Chest Hospital, and Banha University Hospital. The remote diagnosis system has provided healthcare services to more than 220,000 citizens across the country. These remote diagnosis units leverage the role of information and communications technology to support and improve healthcare services provided to Egyptian citizens, eliminating the need to travel outside the governorate. This facilitates the provision of healthcare services and ensures accessibility to all citizens nationwide. Furthermore, they play a role in developing the academic and skill levels of doctors, facilitating communication between the diverse expertise of healthcare providers, and enhancing their efficiency in this regard.
This cooperation between the Ministry and the Governorate reflects the efforts made by various government agencies to launch and implement several projects and partnership agreements to enhance the digital efficiency of services provided in the governorates and build citizens' capacities to keep pace with the requirements of digital transformation and achieve sustainable development.
