Soheir Ibrahim Mohamed ElKelany is an accomplished professional with extensive experience in finance, administration, and project management. She holds a Doctorate in Business Administration (DBA) from West Brook University, a Master of Business Administration (MBA) from the Arab Academy for Science, Technology & Maritime Transport, and a Bachelor of Commerce in Accounting from Ain Shams University.
Currently, Soheir serves as the Manager of the Finance Support Department, where she oversees financial operations, strategic planning, and budget management to support key initiatives within her organization.
With nearly three decades of experience, Soheir has built a distinguished career in public administration and financial leadership. She spent over 15 years at the Ministry of Communications & Information Technology (MCIT) in Egypt, where she played a pivotal role in various strategic initiatives. As a Senior Administrator at the Central Department for Community Development, she managed financial operations, oversaw project performance, and collaborated with business partners to ensure operational success.
Her leadership extended to major national projects, including the PC4 Every Home Project and the Geographic Information System (GIS) Project, where she served as Deputy Project Manager. In these roles, she facilitated financial planning, coordinated with banks and business partners, and ensured efficient project execution.
Prior to her work in government, Soheir spent nearly a decade at IBM Egypt, specializing in human resources management, focusing on salary administration, recruitment, and training.
Her dedication to professional growth is reflected in her extensive training, including leadership programs at Missouri State University, the American University in Cairo (AUC), and specialized public administration courses. She has also received notable recognitions, including the Zero Audit Certificate from the United Nations Development Programme (UNDP).
